Where to start on puzzle 1

Puzzle 1 has no one-letter words, so start with the short ones. The two-letter code word VD and the three-letter HBR are good first guesses: try OF and THE, and see whether the longer words start to read. Puzzle 3 is easier to open: it has the one-letter word R twice, which can only be I or A.
